Yes. First take a basic electronics course, and get one of those "101-in-one" trainer kits until you get familiar with electronics in general. Then, start learning about IC chips and data buses and the like, and then study "embedded microprocessors" and/or "embedded microcontrollers":
Learn how to string the parts together, and learn how to program, and you're pretty much there! It should only take a few years.
