The Flancter circuit is described in an article by Rob Weinstein of Memec in Xilinx Xcell Journal issue 37 page 54. The PDF of the entire issue is on Xilinx' FTP server:

The article makes mention of a Memec application note on the Flancter, but the URL is stale and Google doesn't seem to find it. Does anyone have a copy squirreled away?
