What happens to Xilinx ftp with the following URL ftp://ftp.xilinx.com/pub/ftpfiles.htm
Most of the files can not be downloaded. Have they been moved? If they have, where is the new URL?

Works for me. Are you sure your firewall isn't blocking ftp access?
google "passive ftp" for information on active vs. passive ftp and firewalls.
