Still illegal the way they did it, and particularly stupid since there are laws which allow it to be done legally. Now they have admitted the illegality and are trying to backdoor immunity for the complicit crimes of the telcos.

What paper are you reading? The AP says he was indicted and arrested for extortion, specifically for demanding business deals in return for his support on actions in Congress.
