If and when you file a lawsuit, you can name more than one defendant. You should have to only name defendants that you have any evidence of against in terms of wrongful actions and/or wrongful inactions. You could name as defendants everyone upward in the chain of command who you have any evidence of authorizing lying or knowing that activities that they could and/or should have prevented and that they could have prevented/stopped went on anyway.

Better to hire a lawyer that is good in this area, and that is not me (I do not have a juris doctor degree and never attempted passing the bar exam, so I am not a lawyer at all).
