Have you never played with latching relays? A short impulse to switch = the state say 6V @ 75 mA for 100 ms, and then it stays in that state without further energy input. A similar pulse will change the state to the alternate again. And it is repeatable for 10,000 cycles to 1,000,000 cycles, an impulse of energy to switch and an enduring change of state.
