Quite agree with the spirit, but "only" about 340,000 drug offenders (all types) are incarcerated[1], and the cost is about $25k/annum apiece.
The cost to society is much greater: the infrastructure to chase, capture, and prosecute; diversion of these resources from other crime; the profit incentive leading to violent crimes; the cost of many former taxpayers converted instead into liabilities; plus the intangibles, e.g. the effect on families, esp. inner city.
