What part of planet Earth is not near sunlit (and possibly warm) objects during daylight hours? None, I think. Hot buildings are in contact with the ambient air on all sides,. sunny or shaded, and the roof, and are not a net contributor to air temperature, because ALL objects in the atmosphere contribute to air temperature in all situations, human-dominated or not.
Every rock contributes heat to air temperature, without invalidating the process of measuring air temperature. Buildings, pavement, birds, plants, oceans, bunny rabbits contribute as well. If you understand how it happens, you can catch thermals and your glider runs will last hours. Site selection for weather stations is intended to be bland and uninteresting; it seems to work (we also monitor by non-ground-based methods and find consistency).
So, it's diurnal temperature variation you're talking about, not an error in temperature measurement at all? In daytime, as stated previously, white is white, not black, and white paint keeps the local solar heat effect neutral, boring, uninteresting.
I sure hope you don't design electronics. Or optics.

MY hope is that common sense in California has a chance; and so far, you do NOT do climate/water related planning there.
