None of the 2 TV service firms that I have worked for have a manual for this, NEC is not well supported here.
PSU seems to be working but no display.

If the mechanical functions seen to work, I would be checking the -30 volt power supply line for the display, and solder connections at the display tube itself.

You don't say where "here" is, but "here" in the US, NEC dropped support for consumer electronics years ago.
