ok. but will the design work normally? are the io vcco information stored in the bitstream and how does it affect the correct functionning of the fpga?
the bitstream contains some parameters that are optimized for given VCCIO standard. the actual VCCIO is supplied externally so settng iostandard to 1.8V and VCCIO to 3.3 will output 3.3V levels. This will not burn the FPGA but some parameters will not be optimal, etc..
