Is it possible to configure a DualPartRAM in an Altera APEX20KE (using Quartus II 4.1) to write serial to the RAM (1 Bit) and read parallel from the RAM (16 Bit)?

I don't believe you can... The 20k RAM is some what specialized as compared with more modern FPGAs. But why not just use a 16bit shift register on the input?
