is there a possibility to use the Chipscope to inspect the content of BlockRam?

only if you implement your own core that you can connect to ICON you should used your own application to inspect the content as well. Both are doable (we have done it).
it is unfortunate that ChipScope Pro does not have the memory load/inspect function built in like SignalTap has :(
