Why dynamic power after compilation complete equal to zero, any idea how can I calculate dynamic power at max freq in Quartus?

Read the Quartus warning messages that you got which tell you that you didn't provide either simulation vectors or default toggle rates.
Read about the PowerPlay Power Analyzer tool in the Quartus Manual.
