If you can't buy it, then it is not available. Will locating a press release stating "it's now available" rectify the situation that you are unable to find it at any vendor?
Since it is not catalogued at distribution, it is therefore not "generally available", i.e. it is not in the hands of ordinary users.
Digi-Key et al typically show new parts in their catalog a few weeks before they are actually in stock.
