per 2-3 celle non potrebbe bastare un semplice regolatore shunt in parallelo ad ogni cella?

Si, normalmente si fa cosi`. Affinche` abbia senso il bilanciatore, lo shunt deve essere in grado di far passare l'intera corrente di carica, e l'alimentatore deve essere limitato in corrente.
