The people who make these decisions are spending other people's money. They get paid with other people's money and they get patted on the back for their politically "astute" decisions at their cocktail parties (paid for with OPM). I sometimes wish I could be a high paid nitwit burning though other peoples money and get to celebrate how wonderful I am.
