I have a Brother 11x17 all-in-one, which cost $350 a couple of years ago, and works great for light duty use. I have it set up to scan via ftp to my laptop or my office server.

You can get a gently-used HP5000 series for about $400 on eBay.

I have a HP Laserjet 4MV that is postscript and does letter / tabloid (11x17"). Great workhorse. Quiet too.
What's reasonable? Last year's Lexmark 11 x 17 color was only about $2,500 (a bit slow on the first page compared to the current model), but the cartridges are not inexpensive. Great for schematics. They mostly run around $3,500 and up.
Other than that, you're stuck with B&W or a cloggy inkjet. HP Designjet roll-fed printers ("plotters") seem to be pretty good at not clogging.
Tabloid lasers are big and heavy monsters.

My experience with large format ink jets has shown most of them to be "not quiet" :>
I think the problem is their attempts to make page printing times "reasonable" necessitates *long*, quick motions as the printhead traverses the page. And, the higher the quality, the more passes, etc.
I have an Epson R1900 (13x44 photo quality) that I hold onto for DTP. I discarded a Stylus 3000 (17 x 22 "drafting" quality) as it took up a *lot* of table space. (I also dumped a 2000 as the R1900 was more capable in roughly the same size).
None were particularly quiet. Lots of mechanism noise, etc.
Given my 'd'ruthers, I prefer dragging out a pen plotter for line drawings... never ceases to amuse me watching the pen dart around!
