Good question. Over here in NL we have a hard time finding people with technical skills.
On the other hand, there will always be a mismatch between the type of available jobs and the type of available people. And we have ridiculous laws about temporary employment contracts. My wife was unemployed for 6 months because of those laws (just sit home and get paid). So that does push the unemployment number up.
