I specifically stated a dual arm head. That allows EITHER direction of travel (which I also mentioned), and I specifically mentioned suspending the head for low rpm utilization.

I don't suppose anyone remembers hard-sector floppy disks. There is one index hole per sector, plus one as a track index. Since the speed has to be within some range, you know when the track index comes by, as it is too soon after a sector index.
In the most general case that wouldn't work, but if the expected rotation rate was reasonably constant it should be possible.
With three sensors on one track, you could detect a missing pulse in one sensor, while the others kept the count going.
Reading a more complicated code off one track, while also keeping count, would be somewhat harder, and require more sensors that should be carefully aligned. Still, it might work.
