I run Foxit Reader. If I open a protected PDF, and try to save it, it warns me that it's not allowed to save, but offers to save "a copy", which seems to be identical to the original.
Or I can print it to CutePDF, which often reduces the PDF file size.

I'd also suggest Elcom's "PDF decryptor." Interestingly, for awhile it was "abandonware" with Elcom seemingly having gone out of business (...at which point the software will all over the Internet, freely available for download)... but it looks like they've come back with new and improved versions:

Of course they can. Why would you imagine otherwise?
What I've not been able to find is a combination of [PDF reader] and [PDF printer] that, together, produce a searchable PDF file. The combinations I've tried yield nice looking PDFs but as images rather than text.
Luckily, the PDF-Tools utilities from Tracker Software (the guys with the free PDF-XChange reader) do produce nice, editable, searchable, and comment-able PDFs from secured datasheets, at least of the examples that I tried, so I'm good.

I believe the Adobe stuff refuses to create PDFs from PDFs. At least it once did. PDF Creator has no such qualms.
