Anyway, he's not going to last the full term and that black woman whose name escapes me will step into his position before his 4 years are up. Perhaps that's been pre-planned all along....

This is you being just as deluded as ever. Errors of action aren't any kind of evidence of any kind of dementia. Introducing your off-spring (or off-spring of your off-spring) is one of those well-rehearsed and frequently repeated situations that you do pretty much on autopilot. If the mechanism picks up the wrong script, that's what comes out. My wife spent a few years working on the subject and I'm a good deal better informed than you are on the subject - not that you seem to be all that well-informed on any subject.

Biden has been more prone to this kind of error than most people all through his political career. Claiming that a recent incidence of it is evidence of some kind of progressive decline is perfectly stupid - as I have pointed out before, and you have been much too stupid to have taken on board. Flyguy doesn't understand how speech errors work, or what they mean. Joe Biden has been making this kind of bizarre speech error all through his political career, so it wouldn't be any kind of evidence for any kind of decline. Most people make them- from time to time. There are certain kinds of speech error that do provide early evidence of progressive dementia, and Brian Butterworth found them in Reagan's speech when he was running for his second term.

Flyguy hasn't got nearly enough sense to make the distinction. It's pretty subtle, and Flyguy is blind to any kind of subtlety.

He hadn't made the arrangements with the testers that Trump clearly had - nobody gets a "perfect score" on any useful test if they don't write the results themselves, which Trump is notoriously prone to doing.

If the response generating mechanism starts off the wrong script - and this can happen whenever you are giving out information that you have given out frequently before - you can get bizarre results. Sadly for the result you desperately want to see, these errors aren't cognitive.

US analog TV still uses NTSC - never the same colour twice. When you move over to a TV set that can pick up digital TV transmissions (as we would have had to do a few years ago, if we hadn't bought a new TV when we moved to Australia) Joe Biden's skin colour may look more normal - it certainly does on the images we see.

US TV skin tones are famously odd. PAL worked a whole lot better - phase alternating lines lets you cancel out the worst drifts.

That is what you desperately want to think, and nothing in the real world is going to change that preference. People a lot younger than Joe Biden know about the "tip of the tongue" phenomena, and while it happens more often as you get older, there's no link to senile dementia.

Oh, there's still analog TV; reruns, for instance. The BROADCAST standard is digital, not all the sources. Complexion on a video screen, however, has more dependence on makeup than on any personal health issues; everyone is accustomed to actors and presenters with good professional makeup.

The IQ in question here is Flyguy's. Nobody in their right mind is going to go from skin colour in a TV image to speculations about the health of person imaged.

I was merely being satirical about the ways in which he could get it wrong. As has been pointed here, what you see is what the make-up artists have painted on. If Flyguy sees Joe Biden as pasty white, he's probably managed to mess up the colour balance in his TV receiver. The reference to NTSC just gives an historical example of how that used to happen. Imaging that Flyguy lives in some primitive corner of the US that has bowed to pressure from people like Flyguy to let them keep on using their analog TV sets was perhaps extravagant - more lampoon than satire - and obviously more extravagant than you can get your feeble wits around.
