What's wrong with an employee earning his pay? Why limit the employee to what the employer thinks they're worth? You're just a cheap-assed bastard.

You wanted a citation and I gave it to you. It took all of ten seconds to find.

Obviously there is no law specifying this. It's all historical.

I could say that cheaping out at the minimum 15% is being a Scrooge, too. The fact is that both are customary.
