I don't think you do either. On movie sets they consider a blank to be a live round.
Fairly common in the US through the end of the 1960s, thousands of people including dozens or hundreds of children were extra judicially executed for various "crimes", I don't know the backstory of all of them.
State-sanctioned execution of children under 16 was ruled unconstitutional in 1988 and execution of children under 18 in 2005 IIRC.
Sounds like they were filming someone shooting at someone at the time. If there's ever been a Western without some gun-slinging in it I couldn't say which one it is.
