The price is so expensive,

  1. If for programming only.
  2. For debug and programming

could you please advice do we really need it ?

This device is for programming and debugging. Its advantage is that it's standalone, you can program an Ic without a computer. If a computer is available then you could use a less expensive device like a BDM multilink from the same compagny for about 150$.
