AHA ! Here is a buck converter tracking a variable input alternator from varying wind speed charging a battery. Since it runs from a pre-set power curve, it gets around the bogging down you were mentioning. It's Maximum Power Point Tracking an alternator. I ~think~ this is sorta what you are talking about, John.

Hmmmm... Now this is entirely conceptual, with no analysis behind it, but what if you took the pre-rectifier generator voltage output, squared it up and then turned OFF the pass element in your buck converter for a fixed time period on every rising edge. This would give you a frequency dependdnt duty cycle.
The two down sides are that at very high speeds the converter would shut itself off, and without a PLL, the PWM frequency would be too low for practical purposes. Anyway, an interesting thought experiment (and it could probably be implemented using a 555 timer and a few other components, but probably shouldn't...).

7.2V toThat suggests an interesting concept, to have a switching regulator that gets its duty cycle info or feedback from its *input* instead of from the usual output. It could, for example, try to regulate its input voltage, looking to the alternator like a shunt regulator. That's stable. A compound control loop could allow for controlled charging of a battery.
Or you could make a switcher whose input looks positive resistive, which would also be stable driven from a current source.
A conventional regulating switcher with a limited duty cycle probably works, too, to avoid the startup bog. I do that in bucks and especially flybacks to avoid lockup states.

That's mostly what the wind MPPT charger that I posted a youtube link of in an earlier post does. It adjusts the duty cycle based on an I-V or P-V power curve. It is a current product.
