The best place would probably be the asteroids. Lot's of material, easy transport and easy to get almost anywhere else in the solar system with not much energy expenditure.
If a car's really failing an emissions test badly, I doubt that new plugs and 'wires' are likely to help.
Best it's scrappped.

That's the general issue with irrigation, so we move the water. Dyson considered moving small amounts from Enceladus, I'd prefer adjusting comet's orbits for impact, to get large amounts of heat and water quickly.
For the whole multi-month mission to Mars, not a short term exposure.
About the same dose as seven years of ISS exposure or three years of Mars surface exposure, toasty, but not deadly.

I haven't changed wires on my current cars, but my '93 Vision TSi and '97 Chrysler Intrepid's wires cost $85/set. Kinda hard to get it done (with plugs and 3hrs. labor) for $50.

You still have the F=MA issue. Mass *is* a problem, even though it doesn't "weigh" anything.
The first time I noticed it (perhaps '78) was when I used a mainframe (MVS, no less) to put together and print my capital expenditure proposals. I had handouts for the PHBs with a nice courier font and the overheads in the larger "orator" font so it could be seen. The PHBs actually _said_ that since a computer generated the numbers they must be right! I just about fell off my chair but kept a straight face and bought my "toys". In thirty years not much has changed, just somewhat prettier.
It's a totally acceptable dose from a radiation safety point of view for radiation workers to get 100 rems, as long as it is spread out over 20 years (allowed dose is 5 rem/yr). The time over which the dosage is acquired is a critical factor. There are some places on this planet where the does rate exceeds 2 rem/yr with no noticeable affect (total lifetime dose >100 rems). Now, 100 rems acquired gradually over a few years is not exactly desirable but it is not likely to kill you, at least for a few decades. These sorts of doses are small compared to what some cancer patients already have to cope with. Whether or not a person will subject themselves to this sort of radiation will depend on several factors, including the age of the subject (nobody lives forever) and if they think the trip is worth the risk.
You seem to have ignored much of my post. It may not be considered "healthy" but 20-30 rems spread out gradually over a year or so (the rate you were talking about) isn't likely to be extraordinarily dangerous either. Much less dangerous than traveling to Mars or the Moon, for example.
An Orion spacecraft would mass far more than a nuclear sub. The pusher plate would make a fine shield - which is what it's designed for.
