When FM receiver scan channels, it is doing SNR thresholding job ?
so... FM receiver has a AD to calculate the audio quality ??

I think it is just looking for IF signal strength.
In all likelihood it just looks for signal strength, since with FM if you have a signal much stronger than background noise, it's a good bet the SNR is recent. (This isn't the case with, e.g., spread spectrum systems.)
Probably more like a comparator... maybe a window comparator if they're fancy. These count as 1 bit or 2 bit ADCs if you'd like, though.
