I wish it were possible! But even developed countries such as the US, are both over populated, and have a growing population. I actually had to post numbers for the US on a group the other day because some idiot would not believe it.
Send the girls to secondary school. There's nothing like getting women through a high school education to get the birth rate down, though even completing only primary school education does help.

It does help if some Baptist idiot in some first world country doesn't try to gut the sex education lessons by bribing people to put more emphasis on abstinence and less on more effective methods of birth control.
Let's see. The - huge - US balance of payments deficit is pretty much what you pay for the oil you import.
You use some of that oil to grow more (relatively expensive) food than you need on subsidised farms, then dump the surplus on the world market as food aid.
If you are going to grow more food to feed the rest of the world, you are going to have to import more oil to do it. Somehow, I don't think that htis is going to improve your balance of payments deficit.

The United States is grossly overpopulated. Saying less than a handful is like saying that until we are all standing shoulder to shoulder things are just ducky. That's not true.
Currently the US cannot produce enough food to feed the nation (we are now a food importer!), pollution (from overpopulation) is chokeing the air, and the quality of live is in a serious decline.
OK, it's great if you are selling land to build new houses, but these people are the only ones who come out ahead, and that is not a substantial gain.
A sustainable pouplation is one that can support itself, and not one person more. Saying that everyone needs to sacrifice so that a few more people can have more children (children that many can't afford to support, but that's a different issue) is not wise.
We import food because of NAFTA and CHEAPER food from abroad!

Thats the beauty of nature. If people dont control population, nature will take care of it, whether we like it or not. (Food /fuel running out ,antibiotic resistant bacteria and new plagues caused by overcrowding etc etc.) And if that does not do the trick, we always have war.
That's probably accurate if the US continues to use oil and gas to manufacture fertilizer used to grow feed and food. However, a more efficient method is to simply skip the intermediate steps, and convert the coal and oil directly into food. After all, oil, coal, and food are nothing more than different forms of hydrocarbon compounds. Much of the designer foods already come close to being nothing more than flavored hydrocarbons.
On the original topic of taxing CO2 emissions in Germany, whenever a government does something like that, it's usually about revenue generation, not enforcement. It's easy enough to tell, when the fines are less than the cost of compliance. Either way, the consumer pays for the tax or the compliance.
