Is there a embedded Linux operating system that can be loaded onto 250mb of
solid state memory.

Yes.
I've got a linux box that acts as a X-server with only a 120M disk, without
any problem.

It is really great that you have so much(really huge amount) of memory and
surely  linux-box can be loaded into it.
