Is there a way to get Xilinx core generator without having to buy the $2495 ISE foundation i.e. To be able to use online (free) Xilinx cores with free ISE webpack ?

The ISE BaseX configuration comes with CORE Generator and is priced at $695. It can be purchased from the Xilinx online store here:
