Is there any formula to calculate processor clock cycles per Instructions with given parameters as FPGA implemented processor clock frequency and instruction bytes...
pls suggest..

This is a design tradeoff between Fmax, latency and device utilization. Edit code, run a sim, check Fmax, repeat.

No, this depends entirely on the architecture of the processor. Some processors may require 1 clock cycle for 1 instruction, others may need a variable number of clock cycles.
