Flash Micro - slow programmer

I have just purchased an Elnec SmartProg universal programmer which I use for development programming of P89C51RD2H flash micros.

The SmartProg programs 16K of flash in about 35 sec. I had previously used a TopMax programmer which did the job in under 13 sec. The difference seems to be because the SmartProg programs flash to zeros before a block erase. Elnec tell me this is the correct procedure.

Is this correct? I haven't been able to find the Philips flash programming spec yet.
