What is used so that the plates of circuit look green color?

The green colour of commercially-made PC boards comes from the solder mask - a coating that is applied to the board (possibly by silkscreen) after the board is etched.

"Solder Masking" a special Lacquer, paint, ink? to limit the creeping of melting solder especially during re-flow soldering, colored green to accent the difference between coated and uncoated copper !

green lacquer if transparent green paint if not.

probably a paint with heat resistance upto 250 C would be a good idea. (if you intend to solder after painting) VHT makes heat resistant paint in spray cans. (try hot rod parts places)
