I would like to buy a PIC programmer, but the Velleman's kit though seeming intteresting can only be used with Windows. I am a Linux user, so I would like to be able using a PIC programmer, but Linux based.. Can somebody help me finding one?

There are a lot of choices. Any of the more upmarket 'serial' programmers will work (these only require a .hex file to be sent via a serial port). There are a number of plan sets on the web, and a number of pre-built units which in some versions support Linux. Try:
