No, I simplified by exactly the optimal amount. The circuit as shown does exactly what I wanted it to do and nothing more. It is highly tuned to serve its purpose and therefor is optimal.

That depends a lot on the range over which we are discussing the transfer function. Obviously if the number of guns formed a layer on the whole city over 100 feet thick, the crime rate would fall again as the entire populace got crushed under the weight. Also the concept of a negative number of guns is a hard one to deal with.
