BTW, the HP 5314A counter arrived yesterday. It was well packed, and arrived intact even though UPS smashed the end of the box.

It looks like all the switches are shot, and are NLA since they were made by HP. I am looking at making a sub board to hold a new set. I can find DPDT locking pushbuttons with 5 mm spacing between the rows, but the only 7 mm are all momentary. The originals are 23 mm tall, so a shorter switch should work. It'll take some time, but I can make it work so thanks again. :)
