How do I program rfid tag?

I have a parallax rfid card reader and some blank tags. Does anyone have any information on how to program the tags without using some expensive equipment. Is there any thing that would work with windows or linux software through a serial port for example? Any help would be appreciated. Thanks.

The tags in theory allow you to be traced wherever you go (with enough sensors), to know whatever you buy etc. In a later stage you will be injected as newborn with a 100GB flash chip that can be read from satellite :-) Even later you will be replaced by a chip, the machines would have won.
