Amusing. BITD one would have used an Intersil ICM7217 or something like that.

Unlike a lot of what the trade rags publish, this jokey circuit would probably work at some level, except that they need a resistor between the inverter's output and the crystal tank. Otherwise Zout of the gate will destroy the Q.

The first thing you need when measuring the frequency of a crystal is an accurate time reference. Obvious thing to use is a crystal, but you'll need to choose the appropriate capacitors to go with it, so best measure its frequency. So you'll need an accurate time reference...
