Contact the publishers themselves, and they will recommend to you where the best place to donate such archives is. Many have them all digitized already, so it is a matter of finding the right library or historical society that is interested in them.
Libraries sometimes have magazine archives and if yours does, it may take them.

The Feb '98 issue of IEEE Spectrum has a nice piece by Shannon referenced in it. Nice to see where we are today with interconnect speeds and ESD abatement too.
