That is one the lonier claims that have been made.

There has never been a case ever of society surviving for even one single year without a government. They were Kings, Queens Emperors, chiefs, war lords, big thug on the block these are all governments. Democracy is another form but it is moderately rare in history.

Any time there are enough people in contact with each other to be called a society, there will be a government. Ever hunter gatherer societies have governments.
