Initial disaster relief is a STATE mechanism, because they are closest to the scene.

The Feds provide support, declarations, etc., which enable special loan and grant provisions.

It was a delight to watch him try to weasel his way around his claim that the guard was compromised by Iraq service, while the actual numbers were up on the screen.

A popular misconception. Learning to write ideograms is difficult, time-consuming and consequently expensive. The Chinese examination system for their civil service was designed to test for literacy, and if you could write, you were in. Nobody wanted to admit this, so they made a fuss about selecting "superior" men.

The British got taken in by this, and used a similar examination system to select candidates for their civil service - but writing with alphabetic characters is too easy, so they got ther candidates to prove that they could write Latin and/or Greek. The civil service that they got wasn't all that good - the successful candidates naturally believed that they too were superior men, and could learn how to do anything, and - once they had learned the rudiments - could do it better than inferior men who had been doing the same job all their lives.

Jerry Pournelle would like that idea - he did his Ph.D. on IQ testing. On the other hand, he thought that "The Bell Curve" was serious science, when in fact it got the results it wanted by doing very poor science (see "Inequality by Design" - ISBN13: 978-0-691-02898-9 - for chapter and verse).

Possibly. The written tests available aren't that good. Mensa is notoriously a collection of false positives, and that inplies that there are plenty of false negatives around as well.

I've known a few Rhodes scholars. Getting a Rhodes scholarship is all about looking like the the right kind of candidate for a few minutes in front of a committee.

There are plenty of Indian christians in India - 24 million (2.3% of the population).

It would seem to have been a waste of time - "an honest politician is one who stays bought" to quote Simon Cameron.

Hi Jim, Remember - in Katrina they told everyone to evacuate, so all the capable folks did, and just left the others to fend for themselves.

Here in Cal, we may evacuate, but we still stayed HERE and helped out. And Californias are pretty nice folks when the chips are down. Like you saw, Qualcomm (and the other evacuation sites) had MORE help than they needed, half provided by the evacuees themselves!

I disagree. Look at TV (New Orleans market pre-Katrina). High viewership (because everyone's sitting on their ass unemployed), yet simultaneously low ad rates (because everyone's sitting on their ass instead of shopping - oh, and they have no disposable income.) There's a reason for that: It's called poverty.

Any other place, that would be exactly opposite. The more viewers reached, the more one would pay to advertise. (Look it up. Arbitron and/or Nielsen.)

And that's just one example. Plus, the place was way-dirty before Katrina. Can't possibly be any better now.

What the US should do is move everyone the hell out of there (it's a fast dwindling swamp anyway), and just convert the whole southern part of that state to a national oil & gas infrastructure. But instead, we'll spend all this damn money we don't have, so it can flood again the next time 80 mph winds threaten. (And that's only if Global Warming doesn't sink it first!!) On the plus side, they do have some good eats!

First of all, this disaster occurred over a much longer time frame. People had days to watch the fires coming. They didn't wake up to broken levees.

Furthermore, people in So. Cal. are wealthier. All they have to do is load up the SUV, grab the credit card and head for a hotel out of harms way. They weren't turned back crossing a bridge into the next city while walking out on foot at gunpoint by the local cops.

Stick around and we'll see how quickly the federal aid flows to fix up the mansions while folks in New Orleans are still waiting.
