We need a better designation for that socially backward, economically disadvantaged region of the USA than just a direction on a compass.

If so, this shifts the explanation for the screw-up in New Orleans from administrative incompetence to one of buying political favors with aid resources. Or worse yet, racism.

The local governments are not responsible for the levee system. That's the Army Corps of Engineers responsibility. Nobody there provided local officials of an assessment that properly described the danger of their breaking.

To go where? You have to have a credit card at the end of the trip to check into a hotel. Or someone has to arrange shelter.

Well, they got their football stadium repaired in record time. But honestly, we won't know how the two situations compare until we see what the aid levels look like per affected household at 6 months, one year and on from the incident.

All we have to look at now is how fast Bush showed up on site following each incident.

I know of only two states, in THE South, Louisiana and West Virginia, that fit that description, and West Virginia "officially" is a "North" state.

Perhaps also Mississippi, but they're actually now progressing quite nicely.

All the rest of THE South are nicely industrializing.

When I was a kid in New Orleans, we had "salt and pepper" segregation, alternating blocks of white and black. Even the rich people had their servants living nearby, and most really rich white kids were mostly raised by, and attached to, their black nannies.

Then the Feds built the enormous, segregated, squalid housing projects, herded the black people into them, and gave them money under the condition that they not have jobs or stable families.

France is doing a similar sort of thing.

Not entirely. The US Constitution still supercedes where there is a conflict with the Napoleonic Code. You know, things like innocent until proven guilty, speedy jury trials, Biil of Rights, right of habeas corpus...

The Witch Fire started Sunday afternoon. By 3 AM, houses were burning in Rancho Bernardo and Poway, 10-15 miles west. Most of the threatened residents were warned by reverse-911 calls or by police and fire loudspeaker announcements.

However, there were weather predictions of a strong Santa Ana wind condition as early as the preceding Wednesday.

New Orleans was FLOODED and there were no passable roads for miles around might've been a factor in slowing aid?

That there were legions of needy people who'd failed to evacuate (compared to very few in California)?

There was no power, nor communications in New Orleans, that the civil authorities FLED to Baton Rouge, and the depots/government command centers in the area were wiped out by the flood. Might THOSE have been a factor?

Or that fire resources were pre-ordered and pre-positioned in California BEFORE the fires ever started (standard during 'red-flag' fire conditions)?

Furthermore, loads of firefighters and equipment were called into action for the Malibu fire--with additional resources ordered and on the way from all around the region--before the San Diego fires began, so the fire-response mechanism was in full gear by the time the southern fires started. As the northern fires in Malibu and LA county abated, these crews and equipment were available to be shifted south.

Or maybe you'd notice that Federal aid did NOT arrive significantly more quickly to California--it took 5 or 6 days for C-130 fire- fighting equipment, tours by the President, etc., etc. Meanwhile, Californians handled their own crisis. (By contrast, President Bush declared a state of emergency two days before Katrina even hit, and National Guard engineers were on station in the Super Dome two days after Katrina.)

Or perhaps you'd inform yourself about the number of poor, or the ethnicities of those in the areas affected--California has lots of hispanics, lots of Asians, lots of poor, especially in the outlying areas affected.

For crying out loud, it's not always about race. In fact, it almost _never_ is.
