I bought copies of both books, and read them. I really didn't like "The Bell Curve" and greatly enjoyed "Inequality by Design" - "The Bell Curve" inspired quite a lot of critical comment from people I know and respect, but "Inequality by Design" was far and away the most thorough demolition.

About like a tornado. I went through that really bad tornado that hit North Scottsdale in the early '70's. It took down all the houses around me, but left me relatively intact. All I lost was some fencing and a steel storage building that was bolted down to a concrete foundation... zoom... half a block then flattened into the ground.

N.O. was the site of some of the first housing projects in the '30s. People were told the projects were the answer to their problems, so they were shoved into them and abandoned. Until Katrina, at least, they were still living there.

I disagree. The full name is Federal Emergency Management Agency. The inclusion of the word emergency implies responsiveness. Just because we got lethargy and disorganization with Katrina does not mean that the purpose is not not clear. But typical of old bureaucracies it failed fabulously.

Unlike a so-called IQ test that pretends to measure general intelligence, a political qualification examination could be more specific with more precise measurement of knowledge about government, political theories, our government in particular, basic history, and maybe even some basic principles. The character in office now couldn't even pass a driver's license exam in BFE from what I can tell. At any rate, the politicians are not the problem, they are merely a symptom. The real problem is the unintelligent, uneducated, mass of common, brainless trash who elect and support these people. The typical American is a pathetically materialistic morally bankrupt illiterate without character or reasoning ability; you can expect the situation to get worse.

They never arrive anywhere on the first day, but the locals are usually competent so you don't notice that FEMA isn't there yet. On 9-11 they were in Manhattan the first day because they had permanent offices at 7 World Trade. When the building was demolished they got replacement offices right away because the local authorities set them up.

Work. Vote intelligently. Teach their children to do better. Move out of federal housing and start paying local taxes so the municipal government would be a little more responsive.

And this was the perfect opportunity to bring national attention to change it, but the dems preferred to use it as a tool against Bush. Even bin Laden picked up on the Katrina buzz in his next taped speech, but dems never mind encouraging the enemy.

Or just leave, as responsible people have been doing for a couple of hundred years: brain drain. The resulting gummy distillate remains. And the cops don't even go into the Desire housing project.
