Where is it used/from?

You get more hits by adding the N suffix but it's a toughie.
Is it possible it's an Asian clone of the PCM1723 ?

The TD6709N is a "16-Bit Digital-to-Analog Converter - For PCM Audio Equipment" and appears to have been made by Toshiba. It was used in Kenwood model DP460 and Luxman model D-102 CD players.
