Is there any software produced by Cadence or Synopsys with the similar function of Tanner L-Edit ?
What does L-Edit do?

Ok, sounds like from the Cadence side of things, you are talking Spectre, with ties to various other tools that I don't know too well on the pure IC design side.

Cadence Layout: Virtuoso Cadence Physical Verification: Assura Synopsys Layout: Cosmos Synopsys Physical Verification: Hercules
These are much more powerful than L-Edit, but they are also more complicated and expensive.
