looking for fault remidies for this tv to do with noise in picture when first turned on, but thay go away after about 1-2 minits. when pass cold air in the back the lines come back. im suspecting the main fillter cap or somthing in the power supply.

Hm.. you could open it up, spray cold air on each component until you find the culprit.

** That scenario just * SCREAMS * high ESR ( ie worn out) electros.Physically small caps are the most likely culprits - especially if near a heat source.
Track 'em down - fit new ones.
