If it comes from the tuner, sometimes simply cleaning any connections between the tuner and the video processing circuits might clear up this type of problem. I was having a similar problem but with video posterizing instead and it turned out to be a funky connection between the tuner and video process. If cleaning doesn't help then start by checking the supply voltages to the tuner and work back from there. If it is an older vcr it might well turn out to be a dry electro.
