Ken: I sounds like you may have a problem in the vertical sweep circuit causing the picture to be drawn as one line way up at the top of the picture tube. The protection circuit may be active and killing the power or video. Try connecting one of the video cathodes (red, green or blue) at the back of the picture tube socket to ground THROUGH a 1K resistor. This should cause the screen to turn on with the selected color. Also check the G1 pin (pin 1) at the socket. If it is way negative (over -100 volts), it may be cutting off the picture. Also check the voltage on the G2 screen pin. Note, this checks may not work if the set is loosing power when it is turned on.
