Please advise what IC to use in this project

I'm trying to build a cheap 12V, 4A (48W) flyback SMPS operating on 115 to 230V Mains.

Any advise for a cheap / popular controller IC ?

Just use a small pc power supply. Simple and ready built. You however don't get the fun of trouble shooting it at 3am.

MC33364 or similar should do it.

Use UC3841 / UC3842 / UC3843 / UC3844

Popular and cheap are the UC3842 and their look alikes. Actually one datasheet names UCx84y where x is 1-3 and y 2-5. Several datasheets (from different manufacturers) with examples and at least one application note on the net. (Philips AN1272). Nevertheless IMHO your real problem will not be the choice of the chip but the availability of the suitable transformer.
