Is it possible to combine multiple pen lasers angled down at one point (around

4mw) to burn paper?

What wattage is needed for a laser to burn paper?

You will need so many, that it would be impossible to hold them all, in a tight enough area. It takes a fairly strong laser to burn paper. The power output per unit distance from the laser output, falls off to the inverse square law factor.

I would not be able to tell you off hand what power output would be required, but it would be considered in the range to be a lethal laser. Also, proper safety practices, protection, and eyewear is essential when working with high power lasers. These lasers do not give a second chance.
